Start a Revision option missing from published app profile and dev console

@Zachary Spath - That is really odd. I cannot think of a reason off the top of my head why that option would not be available... unless (maybe) it is scheduled to publish in the future. I did some investigating, but I am not sure which specific application in your account is exhibiting the problem. I will contact you offline to get some more specific information.
