Call Out Returns CMN-102 Resource for DeviceId not found

We have successfully made call outs for certain Device IDs, but we have one that returns CMN-102 resource for parameter deviceID not found. Everyone is using an application that returns a deviceID.

Also, I have verified the status of the device is "Online".
