Each developer who logs into Developer Portal with admin-level access on your account can see all other applications created (and can access those applications' credentials).

how do you add an admin in the developer portal to my organization?
I've been looking, but there is apparently no easy/clear way or instructions provided on how/where to do this at https://developers.ringcentral.com/my-account.html#/my-organization

Just under organisation tab, you will always get invite new developer button as below:
