We have Poly Vxx350 phones and they are all syncing with RingCentral. Problem is the time is 2 hours ahead. It is set to the correct time zone (Pacific) in Phone System-Auto Receptionist-General Settings-Regional Settings. Is there somewhere else that I should be checking? Also, the time stamps in Reports-Call logs are also 2 hours ahead.

Have you checked the extension's timezone settings where the phone is assigned? Go to Users > Select a User > User Details > Settings & Permissions > Click Edit under Regional Settings.
