I am getting an error when I try to upload xml file to update existing IVR menus. I'm pretty confident that my file structure is good. Am I hitting a limit?

Few things you can check:

The browser.. try doing it with different browser maybe with chrome or firefox

Check the roles of the user.

Also it maybe a temporary issue with the server.
