Why am I getting notified about issues that have nothing to do with me?

We apologize for being affected by this issue. We are working with our vendor to make sure this doesn't happen again.

I had the same question. My assumption is that for whatever reason everyone has be opted into notifications. Probably as a sneaky way to increase traffic to this forum.

I was able to turn off the notifications and the auto follow all new questions.
