Poor scores for Server to PSTN

I have been having complaints from our employees about poor quality calls. Upon looking at our analytics I have found most are due to server to PSTN. This is even true for internal calls. Is there an issue with the servers?

Up to 8 attachments (including images) can be used with a maximum of 1.0 MiB each and 10.0 MiB total.
