Text Messages Not Sending

I'm am getting an error message "Message Not Sent" after sending text messages. We have been able to send text previously so this is a new error.

Up to 8 attachments (including images) can be used with a maximum of 1.0 MiB each and 10.0 MiB total.

Same issue - user saying they have not blocked or marked us as spam. How do we troubleshoot to resolve this issue. This user was once working fine then one day - message not sent errors. All other users work fine - only time we get "message not sent" errors is if someone has turned off their device. Is there a detail log of sms messages showing errors etc?
