Call queue overflow preference

In call queue, is there a way to set up the Primary and Overflow Members without changing the call handling preference to Rotational of Sequential? If my front line staff are not available to answer the call I would like for it to ring to another group at the same time for any of them to pick up. Trying to prevent our customers from waiting for someone to answer.
