I have a customer who is building an integration and wants to be able to create support tickets with Ring Central by API. Can someone point me to the API docs for this?

No. All you need to do is to email your question to firstname.lastname@example.org, our system will automatically create a support ticket and assign it to a dev support engineer.
I am not sure if there is... You need to create ticket directly or mail backend support team at email@example.com
