Hi Jane,
No, if you do not use SMS you do not need to register. Please note that starting Oct 1, 2023 any numbers that send SMS but are not registered will incur a higher "unregistered SMS" rate for sending/ receiving SMS.
If you have not already disabled SMS for your numbers, I would recommend doing so just to help you meet any regulatory requirements, as well as prevent new charges if someone were to send/ receive SMS on their RingCentral number.

We were advised by our IT department that unless we use Ring Central to send texts (which we do not) we do not have to register.
