IVR System goes through a loop

We currently have an IVR system in place. During nonwork hours a caller is prompted with the following:

Press 1 for English, Press 2 for Spanish. It will then bring them to the next IVR menu. The options for the next menu is the same just in different languages. Press 1 to go to live person, Press 2 to go voicemail. 

I’ve tested the IVR menu using the extension connected and it works perfectly. However, when implemented during nonwork hours, when the caller presses 2 on the second IVR menu instead of sending the call to a voicemail box, it loops the call back to the beginning menu. 

 

Does anyone else have this issue or a workaround for why when it is implemeneted it does not funciton as it does during testing?
