We use Ring Central integrated with MS Teams through CloudPBX. All of a sudden, I have some users that can successfully place outbound calls through Teams, while others can’t. We all have the same setup. The Ring Central app allows the users who cannot call out in Teams to call out through the RC app. Has anyone else experienced this?

We have a few users who use that plug-in. Generally...restarting Teams or the computer resolves issues. 
 

Otherwise, try disabling the user account, re-sync the user phone if they have one, and re-enable the account. That usually solves weird problems like the one you describe.
