After a call is completed it can take up to 90 seconds for the phone to receive dial tone to make another call.

No dial for a while
Are you talking solely about incoming calls? My guess is that:
- the phone is assigned to a user extension
- that user extension is a member of a call queue.
- the call queue has wrap up time
And to fix it you would have to reduce the wrap up time to 0.
