TCR/SMS registration

We had a working campaign for years but had over 625 numbers so it was recently cutoff. I created multiple (16) of them to make it compliant, but now they all keep being rejected. To be clear, we only text between employees and never do any marketing or spam unsolicited messages. How is a company that doesn’t ever do any marketing or any of the things that TCR is attempting to stop ever become compliant to be able to just send messages between corporate based staff and our field based employees? RingCentral has failed its customers with the lack of clarity on to actually submit a form that will be accepted.
