When sending to a single number the application works, but when sending to mass mailings of 700+ they were not received even though it was reported as successful.

Could you please re-frame the question with what actually issues you are facing? Did you implemented or want to implement Toll Free number for bulk sms?
What I understood reading your question is you want to send bulk sms and it was failed even though it reported successful. But what was unclear is if you have already implemented toll free in your system
