We have some users who are not showing up in the company directory in the App or Mobile App. I tried following https://support.ringcentral.com/app/admin/desktop-web/managing-company-directory-ringcentral-online-account.html but the options to Include in Company Directory are not on my admin portal.

Is there anything I am missing?

Hi Travis, if you don't have the Company Directory settings available, please submit a ticket so it can be enabled in your admin web portal.
