Not able to add users to my team for messaging.

I have 2 users that do not come up as options in the messaging platform of RingCentral.  Is there a setting that I am possibly missing in the user profile that doesn’t allow them to get messages?  I have compared their settings in RingCentral to others users I message and they seem the same.

...the 2 users also do not show up in my company contacts.
