I'd like to call an external POST API whenever someone calls a Ringcentral phone number. Is there a place to do that?

I am not sure what you exactly want to do. But calling external API is out of our scope.
If you meant to detect an incoming call to a RingCentral phone number then do something with that call event e.g. to call some external API passing the call info etc. then you can subscribe for the telephony session event notification to detect incoming call.
