how we can fetch the SMS limit for a particular number using the ring central API. we need to limit the SMS sending rates as per the limit or credits in the number

Unfortunately, there is no API to get the SMS limit and remain credits. The only limit you can get is the API rate limit of the /sms API, which is 40 API calls per min.
