TCR and ATS/CRM SMS use

We normally text through our ATS (applicant tracking system)/CRM (candidate relationship management) software with an occational response back through our Ring Central service. My questions are: 1) Since we use the ATS/CRM software for texting out to applicants/talent are we covered under an umbrella registration through them (I have posed this question to them and they have no idea what I am talking about) and if that is the case do we still need to register with TCR? 2) If only receiving text through Ring Central are we still required to register (if we do not need to because of ATS/CRM)?
