Is there a way for administrators of our RingCentral application to retrieve glip chat history for a particular user? We need access to this information for employee relation concerns.

Thanks for your question. 
Unfortunately, the compliance export only supports bulk export for the entire account at this time. 
But exporting history of a particular user is something that is ranked very high on our feature backlog so stay tuned.
