How do I make the quality of my fax better?? The sent fax looks horrible.

Has anyone found out how to fix the quality of outgoing faxes? I am faxing scanned pdf files and when I send it there is no problem. When I open the confirmation saying it was sent and hit the view button, it is grainy with black dots all over and hard to read. Any suggestions?
