I have a US-based business. I'm onboarding a new Virtual Assistant who will be based in Mexico. He's using the phone & laptop based app. I want him to be able to call, text, and possibly fax people from my US-based telephone number. Can I add him as a US licensee or must I add him as a Mexico licensee? Thanks.

Since he will be using a laptop and phone app, it doesn't matter where he is currently. You may add him a US license.
