How can I get my video to use 4:3 aspect ratio for HD video?

Is there any way to get My Video to use an aspect ratio of 4:3 when using HD?

Here's a video showing the issue:

I did some web searches and this camera is popular for streamers, so the answers I saw were frequently about how to do this with OBS. It appears that it's just a software setting and has nothing to do with hardware.
