I move from Ooma to RingCentral becuse I was told it was better, but one thing I can’t find is Notification when you have a voicemail or a missed call, it did always show with the Ooma app.

Have you gone through the TCR process?
This might be a situation that requires some aid from Support.
TCR, I tought that was only if I was going to send SMS.
I see they enter the phone number as a text to the phone number like 999999999@text.att.net

TCR is for outbound and replies.
So, to make sure I understand - you received a blocked SMS message, but received no notification about the message?
When there is a missed call or someone left a voice message, I get no SMS or notification.
Okay, so unless you are registered with TCR, you wouldn’t get an SMS notification. You can set up outbound SMS for notifications, but it still requires TCR even if you’re texting your own teams.
There are other ways to get notifications - including the recommendations I shared in the above article.
