Hi Curtis,
In multi-level IVR, there is no option to add a direct external number for call forwarding. What you can do is create a User Extension, make an Unconditional Forwarding Rule under Custom Rules, then add the Toll Free number from there, once added, assign the User Extension as one of the Key Presses for the IVR Menu created.
