When using the URI to open the RingCentral app and make a call (rcapp://r/call?number={phoneNumber}), is there a parameter to specify the number that I am calling from?
We have separate numbers that we dial out on, depending on the department.

No, that URI scheme will launch the RC app to make a call and the app will use the default caller ID set for the RC app.
You can use the rcapp://r/dialer?number=phoneNumber then from the dial pad, manually change the caller ID before placing the call.
