How to replicate call monitoring setup in RingCX?

I don’t think that it’s supported via API in RingCX. You can post your request to the Ideals Portal for other developers/users to vote.

Any way apart from API’s to get recordings in real time?

​@kutbuddin there are APIs under review that will stream audio in real time to a server, but there are several nuances to using the API and knowledge about protocols, stream buffers and codecs. It should be publicly available in the next couple of months.

Yes, if you are one of the beta customers and on a specific server. But very few customers have access to it right now.
