Is it possible to not use fax cover page at all?

Like in the title. 

We are sending faxes using API.
We want to send just the uploaded file, without any cover page. How to accomplish that? I set cover page to ‘Blank’ in user’s fax outbound settings, but there is still an additional page added to the fax. It is blank, but it’s there.
How can I get rid of this page being added?
