I don’t see any problem with the List Subscription API. You can only list your own subscriptions (the owner is the app authenticated user).
If you suspect something is wrong in your code, share some code snippets.

You mean any subscriptions for other extensions created by the owner right?. I checked this via the API on developer.ringcentral.com while being logged in with the owner creds( the one which created the subscription), and saw no results while I was receiving events through the subscription.
I raised a dev ticket for the same and was told on the email that list subscriptions api is facing some bug/issue.

It’s so unclear about what and how you created and checked. If you already have a support ticket, let the support team check and help you. You can share the support case # so I can check with the support team too.
