I am unable to login in https://login.devtest.ringcentral.com/

How can I reset my password please ?

That is the redirect from service.devtest.ringcentral.com to login your sandbox admin portal.

If you can login your RingCentral developer portal, click on the Sandbox Accounts menu option and you can see the reset password option.

If you cannot access even the developer portal, submit a dev support ticket.
