Unable to promote an App in Developers.ringcentral to Prod

The app in developers.ringcentral.com sandbox met the production publish requirement . However, i get an error if I attempt to publish the app to production "something went wrong. Temproary unavailable. contact customer service". I have been trying to get help from customer service for 10 days and they are not responsive.
