Incoming fax appears to be blocking subsequent calls from ringing through

It appears that incoming faxes that remain in progress for an extended amount of time are preventing incoming calls from ringing through. The incoming calls subsequent to the In Progress fax show as missed calls, but they never ring on our phones. Any idea what's going on here?
