Feature Request: Allow Administrators to Download any Meeting Recording

With the system set not to allow users to download video recordings, not even the system administrator can download a recording. It would be helpful to have a setting that allows system administrators to download video and/or call recordings, even when the ability for general users to download recordings is turned off.
