Intercom paging is not supported on limited phones

The feature set for a limited phone indicates "Intercom paging is not supported" - but can it be used for dialing to an external overhead paging system?

I need to intercom everyone before I send a call, but can not. Can someone please tell me how to get this to work for all phones.
