Launch Custom URL when a call is answered, not when received

I found in the RC Phone app how to trigger a custom URL when a phone call is received

We have multiple users and an option for first available. I don't want a new browser page to pop up every time the phone rings, it is counter productive. I just want it to pop when the call is answered. How can I set this up?
