When my network fails over to our secondary provider the phones do not re-register. Is there a way to adjust the timer or have the phone try to re-register in the event of an Internet failover.

Please clarify "our secondary provider..", who is the provider? What and how does this related to RingCentral platform? If it is a hard phone using with RingCentral service, what is the phone model?
