Workflow saying user doesn't have SMS Permissions but they do

One of our employees was trying to set up an out of office workflow but he kept receiving this error. He does have SMS permissions enabled, I verified on the backend and he was able to send a regular SMS message without the workflow. I was able to set up and enable the auto reply workflow with my admin permissions but the user should be able to do this himself. Does anyone have any insight?

@MoveautoRiana I would be curious to learn if this issue ended up resolving itself. One possible explanation is that often Workflow Builder will cache permissions and other user properties. The cache will eventually get refreshed, or you can force a refresh by logging out and then back in. This problem occurs if you change a user’s permissions and immediately try to perform a step in WFB which depends upon that permission. Technically you now have permission, but WFB is not yet aware of the permission change.
