Creating a Custom Role. I’d like to copy our Standard User role, but add permission for this role to view and export the current list of Users with Extensions, whenever they need to when changes are made to the list. They should NOT have permission to make any changes to Users or accounts, just need to view and export the list.

I totally see why that would be helpful for keeping your list updated. Right now, RingCentral requires Admin permissions to use the Export tool, so a standard custom role can't pull that list quite yet.
If you have a moment, please post this on our Ideas Portal (https://ideas.ringcentral.com/). Our product team tracks those requests closely, and adding a 'Read-Only Export' option would be a fantastic security addition!
