Custom User Role for Least Permission. Access and export full "User with Extensions" list only

Creating a Custom Role. I’d like to copy our Standard User role, but add permission for this role to view and export the current list of Users with Extensions, whenever they need to when changes are made to the list. They should NOT have permission to make any changes to Users or accounts, just need to view and export the list.
