Verify an apple id - Automated Systems not connecting

We are a coffee shop and would like to verify an Apple ID account for our business iPads running POS. We enter our business phone number, have disabled auto attendance, and ring directly to a cell phone, but the verification call from Apple, does not ever ring thru, show in the call log, etc. Any ideas?
