Auto Reply Missed Call with Text Message

Hello I already imported this template but it is not working for all types of Missed Calls, including Missed Calls that leaves a voicemail. Our phone is setup where a caller Press 1 or Press 2 and then it routes to the extension press 1 (goes to a call qu. I am trying to create a workflow where ALL Missed Calls (including Missed calls that leave voicemails are getting an Auto Reply Text message. How to do this? I am not even sure which callers its working for.
