Some users go to waiting room when waiting room is disabled

My company has setup meetings and specifically not enabled the waiting room option. However, some users are still going into the waiting room when they join a meeting. Not all of them will though. I can't figure out if there's maybe some setting those users have enabled or choose when joining the meeting.
