This setting is found in your Incoming Call Rules within the RingCentral online portal.
Log in to the RingCentral Admin Portal at https://service.ringcentral.com/ with your administrator credentials.
Navigate to the Users section and select User List > Users with Extensions.
Select the specific user you need to change this setting for.
From the user's details page, click on the Phone tab.
On the left-hand menu, select Incoming Call Rules.
On the Incoming Call Rules page, look for the section titled "Screen Callers."
